摘要
公共卫生事关国家整体安全,为提高民族健康水平,古罗马在借鉴吸收古希腊等公共卫生管理措施的基础上,制定了大量法律制度来提高公共卫生水平,建立了古代文明中较为完善的公共卫生法体系。古罗马在水道、排污、丧葬等城邦日常公共卫生管理等领域进行了大量立法实践,取得了良好效果,有效保护了公共环境,预防了疾病传播,提高了公众健康水平。这一系列立法实践反映出古罗马公共卫生立法极强的继承性、实用性及理性。古罗马公共卫生立法取得了巨大成效,时至今日,仍能感受到古罗马公共卫生立法的深远影响。
Public health is related to the overall national security.In order to improve national health,ancient Rome established a large number of legal systems to improve the level of public health and a relatively perfect public health law system in ancient civilization on the basis of absorbing public health management measures such as ancient Greece.In ancient Rome,a large number of legislative practices were carried out in the fields of waterways,sewage discharge,funerals and other daily public health governance in city-states,which achieved good results,effectively protected the public environment,prevented the spread of diseases and improved the public health.This series of legislative practice reflected the strong inheritance,practicability and rationality of public health legislation in ancient Rome.Great achievements had been made in public health legislation in ancient Rome.Today,we can still feel the far-reaching impact of public health legislation in ancient Rome.
