摘要
纵观40余年的发展,我们可以看到,人民群众的需求一直是党和国家高度重视和关心的问题,问题是在具体实践中,并没有完全处理好或者说并没有完全充分理解人民群众的多样性需求满足的必要性,所以才出现了不平衡、不充分的问题,才会反思发展是为了什么的问题,中央才会提出"不忘初心,牢记使命"的要求。随着服务型政府建设目标的提出,各级各地政府把解决好人民群众最关心的现实问题放在首位,确立民生导向的职能重心,推进以保障和改善民生为重点的社会建设。
As we have seen over the past 40 years and more, we can see that the needs of the people have always been a matter of great importance and concern to the Party and the state. The need to satisfy the diverse needs of the people has not been fully addressed or fully understood, and that is why the problems of imbalance and inadequacy have arisen and why we have to reflect on what development is about. The Central Committee will put forward the requirement of " not forgetting the heart and remembering the mission. " With the goal of building a service-oriented government, local governments at all levels have given top priority to solving the real problems that the people are most concerned about, set the center of gravity for the functions of the people’s livelihood, and promote social construction that focuses on ensuring and improving people’s livelihood.
