摘要
破解深度贫困地区的贫困问题是国家最紧迫的攻坚战之一,尤其民族地区精准扶贫问题具有政治的任务性、经济的发展性、民族的共荣性的意义。精准扶贫思想的提出是国家减贫治理方式的深刻变革,体现了国家"精准治理""靶向治理"的全新治理模式。精准扶贫突出了由专项扶贫、行业扶贫、社会扶贫组成的三位一体的大扶贫格局。通过调查属于"三区三州"的甘肃临夏州东乡县和属于集中连片特困区的宁夏西海固海原县,以及东西协作扶贫典范的闽宁镇,重点分析了属于社会扶贫范畴的社会组织参与扶贫,"生态移民扶贫+产业扶贫"等模式。旨在突出民族地区扶贫过程中调动社会多元力量参与扶贫,并且认为各种扶贫模式可以相互合作和补充,根据民族独特的文化特点培育群众内生脱贫动力很重要。
One of the most urgent battles for our country is to solve the problem of poverty alleviation in the deep poverty-stricken areas. Especially, the problem of targeted poverty alleviation in ethnic areas is related to the political task, economic development and ethnic co-prosperity. The idea of targeted poverty alleviation reflects a profound change in the governance model of national poverty alleviation, which highlights the trinity of special poverty alleviation, industry-based poverty alleviation and social poverty alleviation. By investigating Dongxiang County of Linxia Prefecture, which borders the "three districts and three prefectures", Xihaigu Area, which belongs to the focal areas of extreme poverty, and Minning Town, which falls into the model of poverty alleviation by East-West cooperation, this paper gives an incisive analysis of the models of social organizations participating in poverty alleviation, eco-migrant poverty alleviation + industry-based poverty alleviation and government-led poverty alleviation. This research aims to highlight the mobilization of multiple social resources to participate in poverty alleviation in ethnic minority areas, and argues that various poverty alleviation models can cooperate and complement each other as well as the importance to cultivate the endogenous motive force to extricate the local people from poverty by inspiring the unique cultural characteristics of ethnic groups.
