摘要
文章旨在通过研究京津冀城市群应急协同发展现状及存在问题,为构建科学、高效的京津冀城市群应急协同机制提供参考。从体制变革、协同政策等方面分析"大智移云"背景下京津冀城市群应急协同机制的发展现状,提出当前时代背景下京津冀城市群应急协同缺乏整体性,主体协同的条块分割、体制壁垒问题较为严重,以及应急管理的信息化、智能化程度有待提高等问题。
The purpose of this paper is to provide a reference for building a scientific and efficient emergency coordination mechanism of Beijing-Tianjin-Hebei urban agglomeration by studying the assocated status quo and existing problems.This paper analyses the present situation of the emergency coordination mechanism of Beijing-Tianjin-Hebei urban agglomeration under the background of"Big Data,Intelligence,Mobile Internet and Cloud Computing"on the aspects of system reform and coordination policy,and points out the problems of the emergency coordination of Beijing-Tianjin-Hebei urban agglomeration,such as the lacks of integrity,the break-up of coordination and the serious system barriers,and the degree of informationization and intelligence of emergency management needs to be further improved.
