粤港澳大湾区制造业绿色竞争力指数测度与时空格局演化特征分析 被引量:36

摘要 推动制造业绿色竞争力提升,加快实现从"世界工厂"向"世界制造中心"跃迁是粤港澳大湾区建设的重要内容。本文以影响制造业绿色竞争力的复杂多要素为视角,构建涵盖经济驱动、创新产出、能源节控、环境规制和社会保障五个维度的湾区制造业绿色竞争力指数网络拓扑结构模型,综合采用"纵横向"拉开档次法、云模型和探索性空间数据分析等方法,对粤港澳大湾区制造业绿色竞争力指数进行测度及其时空演化特征分析。结果表明:①粤港澳大湾区制造业绿色竞争力指数的差异因素主要体现在制造业经济驱动领域,经济创收产值、产品市场效益以及利润获取能力等表现出与湾区制造业绿色竞争力具有较强的关联性,而能源节控与环境规制水平作用效果相对不足,其因素地域差异大、时空配置不均衡,逐渐成为影响湾区制造业绿色竞争力指数提升的短板因素;②2007-2017年粤港澳大湾区制造业绿色竞争力指数整体上呈现相对稳定的良性提升趋势,但湾区内制造业绿色竞争力指数表现出相对显著的"都市梯度"发展和"中流驱动"差异特征,反映出湾区内各地区之间存在较为明显的空间异质性,积极顺应湾区一体化建设及制造业绿色转型升级趋势,推动生产要素的跨界融合与产业均衡发展是提高湾区制造业绿色竞争力指数的关键所在;③湾区制造业绿色竞争力指数具有空间负相关性,位于第一(高-高集聚)和第二象限(低-高集聚)的散点数量要显著多于第四象限(高-低集聚)数量,虽然近年来空间差异度有所降低,但仍具有较大的改进潜力,其热点区域主要包括广州和深圳两个核心地区以及湾区北部地区,而湾区南部局部地区的制造业绿色竞争力指数相对偏低,需要针对指数短板因素因地制宜地采取改善对策。 Promoting the green competitiveness of the manufacturing industry and accelerating the transition from"world factory"to"world manufacturing center"is an important part of the construction of Guangdong-Hong Kong-Macao Bay Area.Hence,the complex multi-factors that influence the green competitiveness of manufacturing industry was taken as a research perspective,and the Bay Area Manufacturing Green Competitiveness Index network topology model covering economic driving,innovation output,energy control,environmental regulation and social security was constructed.Moreover,the Bay Area Manufacturing Green Competitiveness Index was measured and its spatial and temporal evolution characteristics were analyzed based on"vertical and horizontal"pull-off method,cloud model and exploratory spatial data analysis method.Results showed that,the difference between the Bay Area Manufacturing Green Competitiveness Index was mainly reflected in the manufacturing economy driven field,and the economic income-generating output value,product market efficiency and profit acquisition ability had shown great correlation with the green competitiveness of the manufacturing industry,but the effects of energy control and environmental regulation were relatively insufficient,and these factors had large geographical differences,uneven spatial and temporal configurations and gradually become short-term factors.During the period of 2007-2017,the overall green competitiveness index of the manufacturing industry had steadily increased,but it had relatively significant features of"urban gradient"development and"middle flow driven"differences,which meaning that there was an obvious spatial heterogeneity between the regions in the Bay Area.So actively conforming to the trend of integrated construction and green transformation and upgrading of manufacturing industry,promoting cross-border integration of production factors and balanced development of industries were the key to improving the green competitiveness index of manufacturing industries in the Bay
