摘要
从社会治理背景及规范性文件的导向来看,我国辅警管理活动应在更大程度上实现制度化、规范化、法治化的“三化”要求。以规范性文件为基础,结合相关警务实践,深入探索“三化”要求的延伸路径具有重要的现实意义。就制度化而言,应实现辅警管理维系的有序化,辅警管理实现的标准化,辅警管理实效的可控化;就规范化而言,应实现辅警管理推进的成文化,辅警管理建构的体系化,辅警管理规制的确定化;就法治化而言,应实现辅警管理实施的法定化,辅警管理落实的程序化,辅警管理赋权的责任化。“三化”延伸路径的明确,对于进一步提升我国辅警管理整体水平具有积极的理论参考价值。
Under the background of social governance and the guidance of normative documents,China’s auxiliary police management activities shall realize the institutionalization,standardization and legalization,but there is still a lack of the in-depth interpretation of the“Three-izations”requirements in the theoretical circle.Therefore,it is of great significance to study the extension path of the“Three-izations”requirements.Based on normative documents,combined with relevant police practice,and referred to scripture interpretation and deduction,the following points of view can be concluded:in terms of institutionalization,the organized maintenance of auxiliary police management,the standardization of auxiliary police management,and the controllable effectiveness of auxiliary police management shall be realized;in terms of standardization,the codification of advancing auxiliary police management,the system construction of auxiliary police management,and the determination of the regulation of auxiliary police management shall be realized;in terms of legalization,the legalized implementation of auxiliary police management,the procedure implementation of auxiliary police management,and the responsibility featuring of the empowerment of auxiliary police management shall be realized.The above clarification of the extension path is of great theoretical reference value for further improving the overall level of auxiliary police management in China.
