魁北克的《法语宪章》与单语制梦想

The Charter of the French Language of Quebec and Its Dream of Monolingualism

摘要 加拿大魁北克省曾是法国的殖民地,在英法北美战争之后,法国被迫退出北美,魁北克成为英国殖民地,自此魁北克一直捍卫法语作为其身份象征。1977年通过的《法语宪章》规定法语是魁北克唯一的官方语言。但是面对英语的扩张,以及加拿大宪法的压力,《法语宪章》经历了多次修改,魁北克并没有实现真正的法语单语制度,法语至今仍然受到威胁。本文通过分析《法语宪章》的社会影响及语言权利的争论,反映语言政策与政治经济社会的复杂关系。 Quebec was originally a French colony but then fell into the hands of England after the Conquest.Since then,Quebec has been defending the French language as an important part of its identity.The Charter of the French Language,adopted in 1977,has provided that French is the only official language of Quebec and has come to slow down somewhat the loss of influence of French in Quebec.However,under the pressure of the Canadian Constitution and with the expansion of English,Quebec has failed to achieve its project of establishing monolingualism within the province and French remains sl language under threat.This article aims to analyze the social impacts of the Charter and the linguistic rights dispute,as well as the complex relations between language protection measures on the one hand and politics,economy and society on the other.
