摘要
根据黄河流域上中下游生态保护的主导功能构建水土保持目标评价体系,上游提质增效推进水土保持生态修复与保护,中游兼顾水资源紧缺态势推行旱作梯田,多沙粗沙区淤地坝布局要科学论证、精准建设。构建全流域全覆盖的监测监控体系,对生产建设项目实施分类管理,提升监管效能,对生产建设项目外排泥沙实施最严格的管控,充分运用信用评价机制实施联合惩戒,营造良好的法治环境。
Evaluation system for soil and water conservation should be set up according to the main functions of the upper,middle and lower reaches,so as to realize ecological restoration and protection in the Yellow River Basin.In the upper reaches,it needs to encourage ecological restoration and protection for conserving soil and water.In the middle reaches,dry terrace fields should be built by taking water shortage into consideration;and retention dams in the sandy and coarse sand areas should be constructed carefully with scientific approval.It is urged to sets up monitoring and control system for the entire basin,adopts classified management for production and construction projects,strengthen supervision,and implement strict control over sediment discharge during production and construction.In order to reinforce law enforcement,credit evaluation system should be applied for emphasizing punishment.
