摘要
钱学森社会主义国家管理与建设思想是基于对21世纪世界社会形态、中国国情的深刻思考,以历史唯物主义和辩证唯物主义为分析方法,把中国特色社会主义现代化建设置于系统工程视角加以考察的产物。该思想着力探讨21世纪信息全球化背景下中国社会主义国家管理的效能建设和顶层规划等问题;理论框架蕴含社会主义物质文明建设、精神文明建设、政治文明建设和地理建设等四大领域,具有鲜明的前瞻性和整体性特征;提出的社会系统工程方法、综合集成法等为当代中国社会主义国家科学管理和高效运行提供了方法论借鉴;对于中国现代科技创新治理体系、西部大开发、南海问题、"一带一路"、中国特色道路等,都具有重要的参考价值与实践意义。
Qian Xuesen’s thought of socialist state management and construction is based on the profound thinking of the world social formation and China’s national conditions in the 21 st century.With historical materialism and dialectical materialism as analytical methods,the socialist modernization with Chinese characteristics is examined from the perspective of system engineering.This idea focuses on the efficiency construction and top-level planning of China’s socialist state management in the context of information globalization in the 21 st century.The theoretical framework contains four major areas:socialist material civilization construction,spiritual civilization construction,political civilization construction and geographic construction,with distinct forward-looking and holistic characteristics;the proposed social system engineering method,comprehensive integration method,etc.It provides a methodological reference for the scientific management and efficient operation of contemporary socialist countries in China.It has important reference value and practical significance for China’s modern science and technology innovation governance system,the development of the western region,the South China Sea issue,the"one belt road"and the road with Chinese characteristics.
