摘要
近年来,中国政府消费支出的绝对规模在不断上升,而其占GDP和政府可支配收入的比重有下滑趋势。政府消费支出中社会性消费在逐年增加,政府自身消费在逐年减少,但政府自身消费仍占有较大比重。政府消费支出城乡结构的不平等程度较大,东部地区政府消费支出水平高于中西部地区和东北地区,中部地区的政府消费支出水平最低。中国政府消费支出的偏差导致居民消费不足,结构错位,进而成为宏观经济结构失调、社会不平等程度过大的因素之一。矫正中国政府消费支出的政策取向应有一定的针对性,要合理定位目标,扩大总量,优化结构,并完善其实现路径。
The absolute scale of our government’s consumer spending is rising,however its share of GDP and government disposable income is declining.Social consumption of government consumption is increasing annually,and the government’s own consumption is decreasing,but the government’s own consumption still occupies a large proportion.The inequality of the urban and rural is relatively large in government consumption expenditure.The level of government consumption expenditure in the eastern region is higher than midland,west part and northeast district,particularly in midland,which has the lowest government expenditure.Government consumption leads to the insufficiency of household consumption and structural misplace,which results in inefficiency of marco economy and large degree of social inequality.The policy orientation of correcting the consumption expenditure of our government should be targeted to a certain extent.It is necessary to rationally locate the target,expand the total amount,optimize the structure,and improve the realization path.
