摘要
以2005-2016年中国270个地级及以上城市为研究对象,运用DEA-Malmquist模型测度了中国城市绿色经济效率,同时利用面板数据模型对财政分权、产业集聚与绿色经济效率的关系进行了实证分析,结果显示:2005-2016年中国城市绿色经济效率相对较低,年均下降5.1%,其中,技术进步变化指数下降是其下降的主要原因。财政分权、专业化产业集聚对绿色经济效率的影响均是显著为负,但财政分权可通过专业化产业集聚促增绿色经济效率;多样化产业集聚对绿色经济效率的影响显著为正,但多样化产业集聚可通过财政分权促减绿色经济效率。从影响绿色经济效率的因素来看,经济发展水平、教育水平对绿色经济效率有显著促进作用;第二产业比重、固定资产水平对绿色经济效率有显著促减作用;对外投资对绿色经济效率有负影响,科技投入对绿色经济效率的影响为正,但均没有通过显著性检验。最后本文针对相关分析提出了相应建议。
This article take more than 270 local and cities from 2005 to 2016 in China as the research object,using DEA Malmquist model to measure the efficiency of China’s urban green economy,at the same time doing the empirical analysis of relationship between fiscal decentralization,industrial agglomeration and green economic efficiency by using the panel data model,the results showed: 2005-2016 China’s urban green economic efficiency is relatively low,fell by an annual rate of 5. 1%,among them,the technological progress change is the main reason for decline in the index fell. The influence of fiscal decentralization and specialized industrial agglomeration on green economic efficiency is significantly negative,but fiscal decentralization can promote the growth of local green economic efficiency through specialized industrial agglomeration. Diversified industrial agglomeration has a significant positive impact on the efficiency of green economy,but diversified industrial agglomeration can reduce the efficiency of local green economy through fiscal decentralization. From the perspective of the influencing factors of the efficiency of green economy,the level of economic development and education investment significantly promote the efficiency of green economy,the proportion of secondary industry and the level of fixed assets significantly reduce the efficiency of green economy,and foreign investment has a negative impact on the efficiency of green economy,but it fails the significance test. The impact of science and technology investment on the efficiency of green economy is positive,but it also fails the significance test.Finally,this paper puts forward some suggestions for correlation analysis.
