摘要
通过收集云南省防治艾滋病财政资金投入情况、防艾财政资金管理的政策依据,按照财政资金绩效管理的新要求,访谈云南省防治艾滋病领域相关工作人员和专家,发现云南省资金投入与实际需求有较大差距,防艾财政资金管理效能有待进一步提升,加强绩效管理成为必要选择。但云南省具备完善的推行财政资金绩效管理模式的组织管理基础,为推行财政资金绩效管理模式积累了一些有益经验。
In this paper,we collected policy basis of financial fund investment and management status of AIDS prevention and control in Yunnan province.According to new requirements of the performance management of financial funds,we interviewed the relevant staffs and experts in the field of AIDS prevention and control.We found that there was a big gap between the fund investment and actual demand.The effectiveness of financial management of AIDS prevention and control needed to be further improved.Strengthen performance management had become a necessary choice.But Yunnan province has the perfect organization management foundation for implementing the performance management mode of financial funds so as to accumulate some useful experiences for implementing the performance management mode of financial funds.
