摘要
当前,在农村环境卫生治理过程中,存在农民参与意识浅薄、基层制度落实不到位、农民文明理念欠缺等问题。这既与农民受“政府干、农民看”传统观念的束缚和利弊权衡缺乏长远规划有关,也与环卫治理过程中奖惩错位、监督虚位、治理缺位密不可分。在“主体、制度、文化”视角下,可从明确多元主体在环卫治理中的角色定位、构建“链条式”的环卫治理实施机制、加强多元主体环卫治理文化建设3个方面来提升农民环境卫生治理的参与度,进而更好地进行农村环境卫生治理。
At present,there are some problems in the process of rural environmental sanitation governance,such as the shallow awareness of farmers′participation,the inadequate implementation of grass-roots system,and the lack of farmers′civilized concept.This is not only related to the fact that farmers are constrained by the traditional concepts of“government cadres and peasants′views”and lack of long-term planning to balance advantages and disadvantag es,but also closely related to the dislocation of rewards and punishments,the vacancy of supervision and the absence of governance in the process of environmental sanitation governance.From the perspective of“subject-system-cul ture”,the participation of farmers in environmental health governance can be enhanced from three aspects:defining the role of multiple subjects in environmental health governance,constructing the implementation mechanism of“chain-like”environmental health governance,and strengthening the cultural construction of multiple subjects in environmental health governance,so as to better carry out environmental health governance.
