摘要
为推进煤炭去产能的顺利进行,以福建省龙岩市为例,分析了化解煤炭产能过剩面临的挑战,提出了相应的解决对策。去产能面临的问题包括:去产能决心不足、去产能的企业情况复杂、去产能方式需要进一步思考、政府干预过多、职工安置压力大、企业债务处理困难等;对策包括:加大中长期的供给侧改革引导、摸清淘汰煤炭企业的情况、积极调整结构、减少政府过多的干预、妥善安置员工、加大资金奖补力度、推进产能指标交易等。
The paper analyzes the challenges of cutting overcapacity in coal industry,including inadequate determination,complicated status of enterprises,patterns selection,government intervention,staff resettlement and enterprises’debt treatment,and proposes the countermeasures of increasing the guidance of medium-and-long term supply-side structural reform,finding out the status of eliminated enterprises,adjusting the industrial structure,reducing government intervention,resettling staff properly,increasing compensation funds and improving capacity index transaction.
