摘要
山西矿山生态环境压力较为严峻,对其进行矿山恢复治理在全国具有极强的典型性和示范性作用,然而分级负责的投入机制不明确、缺乏社会资金,导致资金不足,这成为恢复治理工程的最大瓶颈,因此资金预算的准确性直接影响到整个工程项目能否顺利进行。如何把有限的资金用足用好,不仅考验着政府部门的决策能力,也是摆在科研人员面前亟待解决的重要问题。根据山西省矿山的实际情况,要建立好矿山生态环境恢复治理资金需求估算的顶层设计。通过与环保部门合作调研基础上,对山西省矿山恢复治理工程单价和工程量两方面的存在问题及对策进行了初步研究,以期为环保部门下拨资金量提供决策参考,加快我省矿山生态环境恢复治理工程进度。
Eco-environmental pressure is very serious in Shanxi,restoring the mines will be typical and exemplary in China,however,due to the lack of investment mechanism of hierarchical responsibility and social funds have no enthusiasm,capital is the biggest bottleneck of eco-environmental restoration,so the accuracy of capital budget directly affects whether the whole project can be carried out smoothly.How to make full use of the limited funds not only tests the decision-making ability of government departments,but also an important task for researchers to solve,we must establish the estimation of capital demand of mine restoration according to the actual situation.Based on the investigation and cooperation with the environmental protection department,we have made a preliminary study on the existing problems and countermeasures in the aspects of unit price and total engineering.Our study can be used to provide a reference for the environmental protection department,and speed up the progress of mine eco-environmental rehabilitation.
