摘要
随着财政资金投入的增加和问责制的强化,科技计划项目产出的科技成果转化和应用情况已经成为衡量财政科技投入效益及其对社会创新能力提升的重要指标。本文基于北京市科技成果转化调查实践,从调查目的、责任机构、制度保障、调查范围及对象、调查内容、调查方法和调查周期7个环节进行系统分析和制度设计,探索构建科技计划项目成果转化调查的方法体系,助推科技成果转化统计调查理论与方法的不断完善。
With the increase of financial investment and the strengthening of accountability system,the transformation and application of scientific and technological achievements produced by science and technology plan projects have become an important indicator to measure the efficiency of financial science and technology investment and its ability to improve social innovation.Based on the practice of Beijing s achievement transformation survey,this paper conducts systematic analysis and system design from seven aspects:investigation purpose,responsibility organization,regulation guarantee,investigation scope and object,investigation content,investigation method and investigation cycle.And it explores to establish the statistical methodology system of the achievements transformation of science and technology project.The methodological system of investigations promotes the continuous improvement of the theory and methods of statistical survey of scientific and technological achievements.
