浙江省高职院校退役军人教育培训供需匹配失衡与路径优化 被引量:8

摘要 高职院校退役军人教育培训是由供给主体(政府、高职院校)、需求主体(企业、退役军人)共同组成的利益共同体。针对政府的“支持性”供给滞后于需求、院校的“产出性”供给与需求错位、区域的“优质性”供给分布不均衡等矛盾耦合在一起所造成的浙江省高职院校退役军人教育培训的供需匹配失衡问题,建议采取以下措施,即强化政府供给责任,健全政府供给调节机制;坚持以需求为牵引,优化院校供给管理机制;汇聚全省高职合力,构建区域联动发展机制。 The education training for veterans in higher vocational colleges is a community of interests composed of the main body of supply, that is government, higher vocational colleges, the main body of demand, that is enterprises, veterans. Due to the“ supportive”supply of government failing to meet the demand, the“productive”supply of colleges mismatching with demand, and the uneven distribution of regional“ quality”supply, the imbalance between supply and demand of education training for veterans in Zhejiang higher vocational colleges has become increasingly prominent. The imbalance between supply and demand of education training for veterans in higher vocational colleges is rooted in the conflict of interests between the government, higher vocational colleges, veterans and enterprises. It is recommended to take the following measures:strengthening the government’s supply responsibility to improve the government’s supply regulation mechanism;insisting on being demand-driven to optimize the supply management mechanism of colleges;pooling the joint efforts of higher vocational colleges in the whole province to build a regional linkage development mechanism.
