摘要
总结了目前农业科研单位科研经费管理存在的问题,即制度建设滞后,科研项目预算管理不到位,项目报销流程和审批程序复杂以及项目承担单位受多部门监管等;并对其原因进行了分析,提出了要充分理解科研项目“放管服”政策的实质,进一步协调科研经费政策和财务政策,保障科研和财务信息对称,提升科研“服务”意识和手段,推进单位管理信息化建设,加大对“踩红线”的事后惩罚力度,提高财务人员的业务能力和职业素养等对策建议。
This paper summarizes the problems existing in the management of scientific research funds and analyzes the reasons in agricultural scientific research institutions,that is to say,the renewal of system construction lags behind,inadequate budget management for scientific research projects,complex procedures for reimbursement and approval of projects,and the supervision of multi-departments by project undertakers.Some countermeasures and suggestions are put forward,such as we should fully understand the essence of the policy of“decentralization,regulation,services”of scientific research projects,further coordinate the policy of scientific research funds and financial policies,guarantee the symmetry of scientific research and financial information,enhance the awareness and means of scientific research“service”,promote the construction of information management in units,increase the punishment for“stepping on the red line”after the event,improving the financial personnel’s professional competence and professional accomplishment.
