摘要
2017年党的十九大报告指出:我国经济已由高速增长阶段转向高质量发展阶段。实施区域协调发展战略是实现中国经济高质量发展的内在要求。西安作为陕西经济重要极核的极化效应明显,导致增长极与其外围区形成的区域经济空间组织整体的持续增长能力正在下降,应发挥西安作为区域经济重要增长极的扩散效应来实现关中区域经济的高质量一体化。大西安规划及其实施的过程应该体现西安经济由极核阶段向扩散阶段转化的分散化、均衡化特征,不仅要积极培育和完善支撑单个增长极的主导产业和市场主体,更要建立多个增长极之间的渗透与联系,进而达到区域经济的高水平均衡。
The report of the 19th CPC national congress in 2017 pointed out that China’s economy has shifted from a stage of high-speed growth to a stage of high-quality development. The implementation of regional coordinated development strategy is an inherent requirement for the high quality development of the Chinese economy. The polarization effect of Xi’an as an important polar nucleus of Shaanxi province is obvious, which leads to the decline of the overall sustainable growth capacity of the regional economic space organization formed by the growth pole and its peripheral areas. Therefore, The diffusion effect of xi ’an as an important growth pole of regional economy should be brought into play to realize the high-quality integration of guanzhong regional economy. The process of Greater Xi ’an planning and its implementation should embody the decentralized and balanced characteristics of Xi’an economy transformed from the polar nuclear stage to the diffusion stage. It is necessary not only to actively cultivate and improve the leading industries and market entities supporting the single growth pole, but also to establish the penetration and connection between the multiple growth poles, and then achieve the high level equilibrium of the regional economy.
