摘要
X公司构建了从计划到加工、库存管理为一体的“原油全流程跟踪管理平台”,具体措施包括:成立管控小组,统筹各部门优化任务;进行原油全流程跟踪,查找制约瓶颈;控制原油采购节奏,测算各种原油性价比,优化原油结构;加强运输管理,做好来料加工复出口的总结分析工作,加强库存监控;灵活使用规则,降低生产成本;搭建综合平台,实现协同作业。通过该平台的建立,相较于2015年,该公司在2016年原油采购成本降低了4 000多万美元,出口拉动加工量增加效益6亿多元,原油损耗率下降至0.004%,同时节省了大量滞期费、港口超期存储费和财务费。
Company X has built a“full-process tracking and management platform for crude oil”which integrates planning,processing and inventory management.The detailed measures include:setting up a management and control team to coordinate the optimization tasks of various departments;tracking the entire process of crude oil to find bottlenecks;controlling the crude oil procurement rhythm through measuring the cost performance of various kinds of crude oil to optimize crude oil structure;strengthening transportation management;conducting summarizing and analysis of incoming materials processing and re-export;strengthening inventory monitoring;utilizing rules flexibly to reduce production costs;and building a comprehensive platform for collaborative operations.With the establishment of the platform,comparing with 2015,the company’s crude oil procurement cost decreased by more than 40 million US dollars in 2016,the export-driven processing volume increased efficiency by more than RMB600 million,and the crude oil loss rate dropped to 0.004%,while saving a large number of demurrage fees,port overdue storage fees and financial fees.
