摘要
培育和建设新型研发组织是实施创新驱动发展战略的重要支撑。在梳理先前文献的基础上,拓展PSR模型,构建山西省新型研发组织培育的“驱动力-状态-响应策略”分析框架,即从国家、横向对比和山西省自身等层面挖掘山西省新型研发组织培育的驱动力,从创新变革观念滞后、政策缺失、体制机制不健全和竞争力弱等方面阐释山西省新型研发组织培育的现状,从经验借鉴、顶层设计、政策完善、融资多元化和评价科学等方面提出促进山西省新型研发组织培育和发展的对策。
Cultivating and building the new-type R&D organization is an important support for the implementation of innovation-driven development strategy.The paper expands the PSR model and constructs an analysis framework of"driving force-state-response strategy"of the new-type R&D organization in Shanxi province based on the previous literature.The driving force for the cultivation of new-type R&D organization in Shanxi is excavated from the aspects of country,horizontal comparison and Shanxi itself,the present situation of cultivating new-type R&D organization in Shanxi is explained from the aspects of lagging concept of innovation and reform,the lack of policies,the unsound system and mechanism and weak competitiveness,some countermeasures for promoting the cultivation and development of new-type R&D organization in Shanxi are proposed from the aspects of experience reference,top-level design,policy improvement,financing diversification and evaluation science.
