过去能看得多久,未来才能望得多远。综观中俄经贸合作的发展进程可以看出,影响两国经贸关系发展的因素是多方面的:中俄两国政治关系的好坏对双边经贸合作的影响至关重要,两国民族意识之间的差异对双边经贸合作的制约作用明显;两国的经济发展模式与经济结构决定了双边经贸合作的结构和内容。为了提高中俄经贸合作水平,在全球经济受保护主义和单边主义威胁的背景下,需要两国政府采取积极措施,以“一带一盟”对接为基础,以上合组织为平台,由“一带一路”联系欧盟与东盟,构建亚欧经济伙伴关系,实现商品、资本、技术和服务自由流动。在这一目标框架下两国贸易额实现2 000亿美元甚至3 000亿美元的目标是完全可能实现的。
A comprehensive survey of the development process of China-Russia economic and trade cooperation shows that the factors affecting the development of bilateral economic and trade relations are various:the quality of the political relations between China and Russia is of vital importance to the bilateral economic and trade cooperation and the difference of national consciousness between the two countries has an obvious restricting effect on bilateral economic and trade cooperation;and the economic development mode and economic structure of the two countries determine the structure and content of bilateral economic and trade cooperation.To raise the level of China-Russia economic and trade cooperation,under the threat of protectionism and unilateralism in the global economy,the governments of the two countries should take active measures to build an Asia-Europe economic partnership based on the synergy between the Belt&Road and the Eurasian Economic Union,taking SCO as platform and connecting the EU and ASEAN through One Belt And One Road,to realize the free flow of goods,capital,technology and services.Within the framework of this target,it is entirely possible to achieve the goal of$200 billion or even us$300 billion in bilateral trade between China and Russia.
