摘要
经济社会活动最终要落实到空间上,空间规划是影响资源配置的关键手段。一方面,不同部门掌握不同的规划编制权。另一方面,受发展驱动影响,地方在实施规划及与主管部门互动中有很强的动力跳脱空间规划管制,由此形成多规并立格局。本文从中央、部门、地方互动的角度出发,对“多规合一”改革的背景、试点与再均衡过程进行考察分析,通过不同规划的制定与执行、规划之间的协调透视政府治理机制的动态特征。
Spatial planning is the critical measure to affect the allocation of resources. Different departments have different planning power. However, driven by the willingness of economic development,local governments have a strong motivation to run away from the control of spatial planning in the process of planning implementation and interaction with competent authorities,thus forming a"multi-planning-paralleling"pattern. From the perspective of interaction among central,departmental and local governments, this paper investigates and analyzes the background, pilot programs and rebalancing process of "multi-planning-integration"reform,and grasps the essences of the practical characteristics of government governance mechanism through the formulation and implementation of different plans as well as the coordination between programs.
