摘要
小城镇建设是欠发达地区经济和社会发展的必由之路 ,经济文化发展水平的落后状态决定了这些地区的小城镇建设必须坚持行政推动和市场引导相结合的原则 ,以乡镇政府为建设的主体 。
To construct the small towns is the only way for developing the economy and society of undeveloped area has to take.The backward situation of the economy and culture determined the construction way of these small towns must be the one that government dominated and market guided combined eachother.The local government plays a leading role and the small town is the main body of the construction.\;
