摘要
十八届五中全会曾提出,要建立公平、公正的社会保障制度。与此同时,开始将生育保险、职工医保合并实施,对降低社保负担、解决费用重复问题意义重大。但是,从当前情况看,两种保险制度的合并实施还存诸多难点,影响制度的应用效果。基于此,本文从生育保险、职工医保合并重要性出发,总结两种制度合并实施的难点和对策。
It is proposed that a fair and just social security system should be established in the fifth Plenary Session of the 18 th CPC Central Committee. At the same time, by combinational implementation of maternity insurance and employee medical insurance, it is a great significance to reduce the burden of social insurance and solve the problem of repeated cost. However, Judging from the current situation, there are still many difficulties in the combinational implementation of two insurance systems, which affects the application effect of the system. Based on this, Starting from the importance of maternity insurance and employee medical insurance combined, this paper summarizes the difficulties and countermeasures in the combinational implementation of two systems.
