摘要
对"邻避冲突"的成因和治理研究是一个热点课题。本文认为,目前的研究虽已取得重要进展,但仍浮于表面,未能更深入地剖析"邻避冲突"的内在机理。本文认为,"邻避冲突"从根本上说是国家基础性权力弱化的结果,从而无法对利益矛盾进行有效协调。而要有效治理"邻避冲突",就要转变政府的治理模式,从权力的"嵌入性"和"证成性"两个核心维度构建并强化基础性权力。
The cause and control of the 'NIMBY conflict'have become a hot issue in research field.This paper forms the view that though the foregoing researches have made important progress,they failed to make an in-depth analysis of the inherent mechanism of NIMBY conflict. Therefore,this paper argues that'NIMBY conflict'is fundamentally the result of the weakening of the infrastructural power of a nation. As a result,the conflict of interests will not be effectively coordinated. To effectively manage the NIMBY conflict,we must change the governance model of the government by building and strengthening the infrastructural power on the basis of two core dimensions,i. e. 'embeddedness'and 'justification'.
