摘要
在58年的援非史上,中国的援助话语经历了从政治话语到合作话语再到发展话语的曲折变化,反映了中国援非从一个政治工具到合作载体到发展手段的多重变化历程。在半个多世纪的话语历程中,中国的援非话语从沉默到独白到众声合奏,话语兼具了经典性和创新性两个向度特征,话语的主语从中国日益向中非双方转化,伴随着这一语法结构的转变,中非日益形成一个话语共同体。当前,由于缺少具有世界影响力的援助话语、现有的援助话语渗透力不足、话语生产和话语策略上存在较为明显的漏洞,当前中国援非话语面临较为严峻的问题与挑战。
In the fifty eight year long history of foreign assistance,there has been a transition from political discourse to development discourse.This characteristic coincides with the changed function of China’s assistance from political tool to cooperative platform and then to development instrument.Specifically,the discourse has changed from silence to monologue and eventually to ensemble.It is both classical and original.The subject of the discourse used to be China,but it is increasingly both China and Africa.With this change,China and African are forming a discourse community.However,China’s discourse on assistance is severely challenged due to lack of global discourse power and flaws in discourse production and strategy.
