摘要
本文首先综述了两控区的划分和控制历程,分析了两控区的社会经济状况和环境现状,提出了“两控区”今后污染控制的趋势和对策,包括酸雨区以总量控制为主、二氧化硫控制区以改善环境质量为主,“两控区”动态管理,实行排污收费和排污交易等环境经济政策,实施火电厂脱硫等二氧化硫减排措施。
This paper firstly summarizes the designation and control course of the two control zones in China, then analyzes the social, economic and environmental situations of the two control zones, finally brings forward the tendency and control strategy of the two control zones which includes total amount control, dynamic administration, emission charge and emission trading, power plant desulfuration.
