摘要
本文主要通过贯穿伪蒙疆政权时期的畜产政策的纲领性文件、即由日本关东军张家口特务机关制定的《蒙疆地区绵羊、羊毛以及羊毛皮配给统制要纲》和《蒙疆地域动物毛配给统制要纲》的解读,分析在蒙疆畜产计划的制定以及实施过程中,这两个"要纲"的指导作用及重要影响,揭露日本占领当局对该地域畜产资源的统制与掠夺。
Through the interpretation of the programmatic documents of the livestock policy in Mengjiang puppet regime period, namely Outline of Rationing Control of Sheep, Fleece, Wool Skin and Sheep in Mengjiang Area and Outline of Animal Fur Rationing Control in Mengjiang Area, which were formulated by Zhangjiakou secret service of Japan’s Kwantung Army, this paper analyzes the guiding role and important influence of these two "outlines" in the formulation and implementation of the livestock production plan in Mengjiang area. It also exposes the control and plunder of livestock resources in the area by the Japanese occupation authorities.
