摘要
在国家治理现代化背景下,通过理论分析和法理分析,可界定大数据的国家财富性质及大数据财富资源属于国家重要的基础性战略资源。依托大数据的属性和特征,探索其开发和利用的基本原则,尝试回应大数据发展变革所带来的对经济、社会、政治安全稳定的挑战,有助于实现大数据财富资源效能最优化。最后,提出实现国家长治久安社会永葆活力的现代政府大数据治理创新设想,并根植于人类命运共同体的理念提出国际数据大同观。
Under the background of the modernization of national governance,the nature of national wealth and the wealth of big data can be defined as important basic strategic resources of the nation with the theoretical analysis and legal analysis. This paper optimizes the efficiency of big data wealth resources by relying on the attributes and characteristics of big data,exploring the basic principles of its development and utilization,and trying to meet the challenges of economy,society and political security and stability brought about by the development of big data,. Finally,it puts forward an innovative idea of big data governance for the modern government to realize the long-term stability of the country’s long-term vitality,and also puts forward a concept of big data shared internationally.
