摘要
十九大报告提出了“实施乡村振兴战略”,这一战略既抓住了乡村发展的关键,指明了新时代乡村发展的新目标和新方向,也顺应了新时代社会主要矛盾转化的趋势。本文针对乡村振兴的现状,结合制度变迁的相关理论全面分析了乡村振兴的制约因素,并提出在体制建设、人才引进、完善乡村治理体系、改善“路径依赖”等方面促进乡村振兴战略的实施建议。
The new development concept of“implementing Rural Revitalization Strategy”is put forward in the19th National Congress report.This strategy not only captures the key to rural development,but also points out new goals and new directions for rural development in the new era,and the strategy can also meet the requirements for the transformation of major social contradictions in the new era.In view of the current situation of rural revitalization,this paper makes a comprehensive analysis of the constraints of rural revitalization based on the theory of institutional change,and puts forward some suggestions to promote the development of Rural Revitalization Strategy inaspects of system construction,talent introduction,improvement of rural governance system,etc.
