摘要
目的采用态势分析法(SWOT)探讨在上海市社区推广应用中医药适宜技术的优势、劣势、机会和挑战。方法采用定性访谈法,自拟访谈提纲,由课题组成员对相关人员进行面对面个人访谈和小组访谈。结果内部优势:产妇中医药适宜技术针对性强;社区推广产妇中医药适宜技术具有较高的公信力和便利性;现有孕产妇健康管理信息系统较为完善,方便产妇中医药适宜技术传播;静安区中医药资源丰富,有推广基础。内部劣势:社区医生推广产妇中医药适宜技术的积极性有限;非中医医师掌握产妇中医药适宜技术具有一定难度。外部机会:政府政策层面重视中医药服务在产妇健康管理中的应用;静安区产妇健康管理需求大;新媒体发展为推广应用产妇中医药适宜技术提供了机会。外部挑战:现有管理体制不利于产妇中医药适宜技术的推广应用;难以有效建立各类机构间的合作机制;产妇对产妇中医药适宜技术的认知有限。结论应将该技术融入社区产妇产后随访工作,借力新媒体手段,完善政策支持和收费标准,完善各类机构间合作机制,加强对社区医师技术培训和完善对社区医师激励机制。
Objective To explore the advantages, disadvantages, opportunities, and challenges of of the application of appropriate technology of TCM in Shanghai community by SWOT. Methods Qualitative interview method was adopted, and the interview outline was drawn up. Personal face-to-face interviews and group interviews were conducted by the members of the research group. Results Internal advantages: the appropriate technology of maternal TCM had strong pertinence;the community promotion of appropriate technology of maternal TCM had high credibility and convenience;the existing maternal health management information system was relatively perfect to facilitate the dissemination of appropriate technology of maternal TCM;Jing’an District was rich in resources of maternal TCM and has a basis for promotion. Internal disadvantage: community doctors had limited enthusiasm to promote appropriate technology of maternal TCM;non-traditional Chinese medicine doctors had some difficulties in mastering appropriate technology of maternal TCM. External Opportunities: The government attached great importance to the application of TCM services in maternal health management at the policy level;there was a great demand for maternal health management in Jing’an District;the development of new media provided the opportunities for the promotion and application of appropriate technologies of maternal TCM. External challenges: the existing management system was not conducive to the promotion and application of appropriate technology of TCM;it was difficult to effectively establish various inter-agency cooperation mechanisms;maternal awareness of appropriate technology of TCM was limited. Conclusion The technology should be integrated into the follow-up work of community delivery women, borrowing new media means, improving policy support and charging standards, improving various inter-agency cooperation mechanisms, strengthening technical training for community physicians, and improving incentive mechanism for community physicians.
