摘要
基于政府与市场耦合视角,考察政府主导型经济、市场化进程对区域科技创新效率的影响,采用DEA-Tobit两步法并基于1997~2016年中国省级面板数据进行实证分析。结果发现:政府主导型经济不利于区域科技创新效率提升,且其抑制效应呈"U"型非线性特征变动;市场化进程未起到推动区域科技创新效率的预期作用,但其抑制效应随着市场化改革深入有不断削弱的趋势;政府和市场协同能显著提升科技创新效率,且呈不断强化特征;这些影响存在显著的时期和空间差异。
Based on the perspective of the integration of government and market, this paper examines the impact of government-dominated economy and marketization process on the quality of regional scientific and technological innovation. Based on China’s provincial panel data from 1997 to 2016, it makes the empirical analysis by DEA-Tobit two-step method. Results show that, government-dominated economy was not conducive to improving regional innovation efficiency, and its restraining effect was "U" nonlinear characteristic change. The process of marketization has not played an expected role in promoting the regional innovation efficiency, but its inhibition effect has been weakening with the deepening of market-oriented reform. The synergy between government and market can significantly improve innovation efficiency, and it is characterized by continuous strengthening. Further studies found that there were significant differences in time and space between these effects.
