摘要
尊重农民意愿是宅基地退出工作的重要原则之一,因此开展农民意愿调查研究对于有序推进宅基地退出具有重要意义。在对江苏省典型地区农民实地调查的基础上,分析宅基地退出中农民对宅基地政策的认知、退出意愿、补偿意愿。研究结果表明:多数农民对宅基地相关政策认识错误,看重宅基地的居住功能,不愿意退出宅基地,选择宅基地置换的补偿方式。据此,提出加强政策宣传力度、尊重农民意愿、完善补偿政策及加强集中安置小区建设等政策建议。
Respecting farmers' will is one of important principles for the exit of rural homestead.Therefore,it is of great significance to carry out the research on the will of the farmers to promote the exit of the homestead in an orderly manner.Based on the field investigation of farmers in typical areas of Jiangsu Province,this paper analyzed farmers' cognition,withdrawal and compensation intention for the homestead policy in the exit of homestead.The results showed that most farmers had wrong understanding of the policies related to the homestead,attached importance to the residential function of the homestead,and were reluctant to withdraw from the home stead and chose the compensation method of the replacement of homestead.Accordingly,this paper put forward some policy suggestions,such as strengthening the policy propaganda,respecting farmers' wishes,improving the compensation policy and strengthening the construction of centralized resettlement communities.
