摘要
伴随政策科学的不断发展,后设评价越来越显现出重要价值。乡村教师政策后设评价由西方研究借鉴而来,其意义在于形成“后设评价→政策评估→教育政策→教育质量”的倒逼机制,进而推动乡村教育质量的提升。在乡村教师政策后设评价实施过程中,要把价值判断与技术分析相结合,尤其要注重把乡村教育中多方利益诉求相结合,遵循后设评价的基本操作模式,严格对照后设评价指标体系进行评估,着重从效用性、可行性、适当性和精确性等方面对乡村教师政策评估进行分析、判断。
With the development of policy science, meta-evaluation is becoming more and more important. The meta-evaluation of rural teachers policy is drawn from western research. Its significance lies in the formation of a backward mechanism of "meta-evaluation → policy evaluation → education policy → education quality", which promotes the improvement of rural education quality. In the process of implementing the meta-evaluation of rural teachers policy, we should grasp the goal of combining value judgment with technical analysis and integrating multiple interests in rural education, follow the basic operation mode of meta-evaluation, strictly contrast the meta-evaluation index system, and focus on the judgment of the utility, feasibility, propriety and accuracy of the policy evaluation of rural teachers.
