摘要
水运工程是经济社会发展的基础,航道整治工程与水运工程的发展密不可分,为了提高航道整治工程质量,必须建立航道整治工程质量评价体系。航道整治工程质量评价必须考虑多种因素,基于德尔菲法从单位工程的观感质量评价项目和单位工程实体检测项目这两个方面提出了评价指标,建立了航道整治工程评价体系,并通过问卷调查,依据"最大隶属原则"确定了各个指标的权重等级。根据实际应用需求,建立了航道整治工程质量动态指数应用模型,并用模糊综合评价法建立了数学模型,综合评价了某区域内航道整治工程的质量。为有关部门作出可靠有效的决策提供科学依据,促进航道整治工程质量水平的提高。
Waterway engineering is the foundation of economic and social development. The waterway regulation project is closely related to the development of waterway engineering. To improve the quality of the waterway regulation project, it is necessary to establish a quality evaluation system of waterway regulation, which should takes various factors into consideration. In this paper, the evaluation indexes are proposed with the Delphi method and the maximum membership principle is used to determine the weighted factors. According to the practical application demand, the dynamic quality indexes of waterway regulation are established with the Fuzzy comprehensive evaluation method. Moreover, an actual waterway regulation project is taken as a case study to valid the validity of the proposed evaluation system. The results show that the proposed evaluation system can provide a scientific basis for making reliable and effective decision by stakeholders and promoting to improve the quality of waterway regulation projects.
