基于系统创新的区域绿色协同发展能力测度评价——以山东新旧动能转换试验先行区为例 被引量:3

Evaluation of Regional Green Synergetic Development Capacity Based on System Innovation in Pilot Area of New and Old Kinetic Energy of Shandong Province

摘要 选择山东新旧动转换试验区的核心区域济南、青岛和烟台为研究对象,基于2010-2016相关数据,运用向量距离法选择协调度指数研究系统创新能力与绿色转型效果之间的关系,对泛济青烟城市群协同发展能力进行实证分析。结果表明三个城市的相对协调度都不稳定,从2010-2016年七年间,以2012年为界,呈现先降低后逐年提高的现象;但核心城市协同发展的能力变化产生的原因不同。前者是由于系统创新能力的提升,均滞后于协同发展的进程,协同发展缺乏创新支撑;后者是由于创新能力不断提升形成积累,而协同发展进程放慢,富足的创新能力短期内难以转化为协同发展的动力。据此,从试验区建设的视角提出协同发展策略,更好的促进山东半岛城市群的协同发展,并对我国其他区域协同发展建设起到示范区作用。 This paper chooses Jinan, Qingdao and Yantai, the core pilot areas of the new and old dynamic transformation in Shandong Province, as the research objects. Based on the data 2010-2016, this paper uses vector distance method to select coordination index to study the relationship between system innovation ability and green transformation effect, and makes an empirical analysis on the synergistic development ability of Jinan-Qingdao-Yantai urban agglomeration.From 2010 to 2016, with 2012 as the boundary, the phenomenon of decreasing first and then increasing year by year appears, but the reasons for the change of the ability of the core cities to coordinate development are different. The former is due to the improvement of system innovation ability, which lags behind the process of collaborative development and lacks innovative support for collaborative development;the latter is due to the accumulation of innovative ability, while the process of collaborative development slows down, and the abundant innovative ability can hardly be transformed into the driving force of collaborative development in a short time. Accordingly, from the perspective of the construction of the pilot area, this paper puts forward the coordinated development strategy to better promote the coordinated development of Shandong Peninsula urban agglomeration, and to play a demonstration role in the coordinated development of other regions in China.
