摘要
以培育涉侨商事精准服务品牌、深耕侨情侨务数据新蓝海、构建环球网络服务系统、有效破解历史遗留难题为核心的“‘最多跑一次’侨乡版”改革是浙江秉承“以人民为中心”思想,赓续“八八战略”蓝图,深化涉侨行政服务改革,落实便侨利侨发展理念的创新举措和侨乡方案。文章在深度调研侨乡青田改革实践的基础上围绕冲破思想迷雾、打破数据应用瓶颈、深化体制机制改革、党建引领侨建等内容提出对策建议。
The core contents of the reform about the overseas edition of “no need for a second visit” are as followings: fostering accurate service brand for overseas-Chinese-related commercial affairs, deepening the new blue ocean of data related with the overseas Chinese situation and affairs, building a global network service system, and effectively solving problems left over by history. This reform is the innovation and solution of Zhejiang Province to adhere to the people-centered thought, to persist the strategy blueprint of “Eight Advantages” and “Eight Measures”, to deepen the reform of the overseas-Chinese-related administrative service, and to implement the development concept of providing convenience and benefits for overseas Chinese. This article, based on the investigation of Qingtian county s reform practice, puts forward countermeasures and suggestions such as: breaking the thought fog and the data application bottlenecks, deepening the system mechanism innovation, letting the Party building leads the hometown construction of overseas Chinese.
