摘要
中国已成为世界第一风电大国,2018年风电装机容量达到221GW,与此同时,可再生能源基金缺口逐年加大。中国在促进风电技术发展、投资造价降低等方面取得一定成果,但与世界发达国家相比仍有一定差距。目前,德国、美国、巴西等国家已基本完成降低可再生能源造价目标,风电电价已基本与化石能源上网电价相当。为促进行业技术进步、降低项目投资造价、缓解可再生能源基金压力,中国启动竞争性配置政策,加大力度推进平价上网示范项目。风电投资开发企业应顺应政策发展方向,从体制机制上积极变革和调整,优化管理模式、提升企业竞争力,对项目开发、建设、运营全生命周期进行研究,重点关注技术管理提升、工程造价控制、运行维护管控。文章对竞争性配置政策下陆上风电投资开发管理进行了研究,以供参考。

China has made some achievements in promoting the development of wind power technology and reducing the investment cost, but there is still a certain gap compared with the developed countries in the world. At present, Germany, the United States, Brazil and other countries have basically achieved the goal of reducing the cost of renewable energy, wind power price has been basically the same as fossil energy electricity price. In order to promote the technological progress of the industry, reduce the investment cost of the project and alleviate the pressure of the renewable energy fund, China has launched a competitive allocation policy and stepped up its efforts to push forward. Enter the affordable Internet demonstration project. Wind power investment and development enterprises should conform to the direction of policy development, actively change and adjust the system and mechanism, optimize the management mode, enhance the competitiveness of enterprises, and study the whole life cycle of project development, construction and operation. Focus on technical management promotion, project cost control, operation and maintenance control.
