摘要
铁路车站恐怖袭击事件易造成群死群伤等灾难性后果,因此,现场紧急疏散必须做到责任明确、分工具体,事先、事中、事后都要采取对应的措施。事先必须做好现场紧急疏散的基础建设,包括设定疏散路径、设定安全区域、设置疏散设备设施和器材等。恐怖袭击事件发生后,既要将疏散工作原则、指挥与分工、组织引导各种措施落实施行,又要做好现场处置、现场保护、现场管制等工作;既要做好车站站房等场所现场紧急疏散,又要做好车站内旅客列车现场紧急疏散。周密部署,多措并举,确保现场疏散人员的人身安全。
The terrorist attacks happened in the railway stations are liable to cause mass deaths and injuries. The responsibility and duties must be designated to certain people as well as proper actions must be taken before, during and after the emergency evacuation. Before the emergency, the rescue basic construction like the evacuation routes, the planned assembly areas, means of evacuation should be well-prepared. When the terrorist attacks happen, commanding, organizing, guiding and other measures must be carried out, as well as the management, protection and control of the scene. Not only the passengers in the lounge or on the platform be evacuated, but also the trains stopping in the station. Careful deployment and all measures will ensure the passengers’ safety.
