摘要
长白山保护开发区林下经济发展对于平衡经济发展与生态保护具有重要意义,而促进林下经济可持续发展的前提是制定有效的发展战略。在对林下经济利益相关者问卷调查的基础上,以“长白山保护开发区林下经济发展战略选择”为目标层,以内、外部环境所包含的优势、劣势、机会和威胁作为准则层1,以其包含的具体要素为准则层2,构建长白山保护开发区AHP-SWOT分析模型,分析了区域林下经济发展的战略选择问题。研究结果表明:长白山保护开发区林下经济发展战略四边形SWOT的重心坐标为P(0.442,0.380),林下经济发展宜采用S-O发展型战略,即发展内部优势与利用外部机会的战略。同时针对该战略的实施提出了相应的政策建议。
It’s very significant for balancing economic development and ecological protection to develop under-forest economy in Changbai mountain protection and development zone. The precondition of promoting the sustainable development of under-forest economy is formulating an effective development strategy. Based on the questionnaire survey of the stakeholders of under-forest economy, the development strategic choice of under-forest economy is selected as the target layer, the strengths, weaknesses, opportunities and threats including in the external and the internal environment are selected as the first criterion layer, and the factors including in the first criterion layer are selected as the second criterion layer, then the AHP-SWOT analysis model for under-forest economy in Changbai mountain protection and development zone is built to analyze the strategic choice of under-forest economic development in this area. The results show that the coordinate of the center of gravity, which of the SWOT parallelogram of under-forest economy development strategy in Changbai mountain protection and development zone, is P(0.442, 0.380). So it’s suggested that S-O development strategy should be taken. At the same time, some policy proposals have been put forward.
