摘要
国际议题设置考验一个国家的外交软实力。新兴国家崛起意味着承担更多的国际义务,也必然要扩大自己的国际权利,国际议题设置在这个过程中起着重要作用。本文总结21世纪以来俄罗斯在联合国各机构,如联合国大会、联合国安理会和人权理事会中设置的最重要的国际议题,归纳其特点,解释其蕴涵,目的是为提升中国主动设置国际议题的能力提供借鉴。
In the international community,thesetting of international agenda tests the diplomatic soft power of a country.The rise of emerging countries means that they should take more international obligations and accordingly expand their international rights.In this process,the setting of international agenda plays an important role.This article reviews the most important international issues that Russia has set up since 21st century in various UN agencies,such as the UN General Assembly,the UN Security Council,and the Human Rights Council,summarizes the common characteristics and explains the implications.It aims to enhance China’s ability to actively set international agenda,which will create a good external environment for China’s development and also lay a solid foundation for the China-Russia comprehensive strategic partner of coordination for a new era.
