摘要
城市治理是国家治理的重要组成部分,其治理变革成为理解国家治理的重要窗口。随着 37 年后中央城市工作会议的再次召开,中国城市治理引发了巨大变革,新时代的城市治理体系正在形成之中。理解新时代的城市治理,需要新的治理科学。基于西蒙的人工科学思想,我们提出了一个界面治理理论来理解城市治理变革,并试图为城市治理提供一个更一般性框架。界面治理理论强调治理的核心是由内部结构、界面、功能与环境等四个要素构成,治理变革最直接体现为界面重构,而界面重构需要依靠内部结构支撑,通过内部结构改革以适应环境和实现功能。新型城镇化战略引发了中国城市治理变革,城市功能的战略定位重构了城市治理界面,它需要通过价值、制度和技术等内部结构变革为城市治理界面重构提供支撑。不同的公共事务需要不同的治理界面,建构嵌套、合作与多层次的多界面治理体系是城市治理变革的未来之路。
Urban governance is one of key parts of state governance,which can be a window for understanding state governance. With the re-opening of central urban work meeting after 37 years,urban governance changed a lot and the urban governance system came into being in the new era. Understanding urban governance in the new era needs a new science of governance. Based on the artificial sciences of Herbert Simon,we proposed an interface governance theory to understand the urban governance change,which was a more general framework for urban governance. Interface governance theory emphasizes that the core of governance is composed of four elements,namely inner structure,interface,function and environment. The governance change could be embodied by interface reconstruction,yet the interface reconstruction should be supported by the inner structure to adapt to the environment. The new urbanization strategy promoted the urban governance change,and the new strategy definition of urban function reconstructed the urban governance interface,which induced the inner structure change of values,institutions and technology. Different public affairs need different governance interface. As for the future of urban governance reforms,we should establish a nested,cooperative and multiple level interfaces governance system.
