摘要
大数据对经济社会多个领域产生了深远影响,基层治理同样迫切需要与大数据融合起来。广州开展3年“四标四实”工作以来,建成全市统一的数字广州基础应用平台,初步解决了基层治理信息不对称、行政成本高、办事效率低等问题,但是“四标四实”成果在基层治理中的应用还有待深化。应当立足用户视角,提升企业和群众办事便捷度;坚持问题导向,提升化解基层矛盾的有效性;着眼多元治理,提升市场开发大数据的积极性;整合行政资源,提升跨领域综合执法的效能。
Big data has had a far-reaching impact on many areas of economy and society, and grass-roots governance also urgently needs to be integrated with big data. Since Guangzhou carried out the work of "four standards and four facts" for three years, it has built a unified digital Guangzhou basic application platform for the whole city, which has preliminarily solved the problems of asymmetric information, high administrative cost, and low efficiency in grass-roots governance. However, the application of "four standards and four facts" in grass-roots governance still needs to be deepened. We should base ourselves on the perspective of users, enhance the convenience of enterprises and the masses, adhere to the problem orientation, enhance the effectiveness of resolving contradictions at the grass-roots level, focus on pluralistic governance, and enhance the enthusiasm of big data in market development, so as to integrate administrative resources and enhance the efficiency of cross-domain comprehensive law enforcement.
