摘要
县区级开放大学是在原有广播电视大学基础上转型发展起来的新型大学,是社会经济发展的必然诉求,将在未来地方社会经济发展中发挥着十分重要的作用。县区级开放大学的发展,应该达到顶层设计力求“高位”、队伍建设力求“高能”、运行机制力求“高效”、学习资源力求“高质”、学习服务力求“高标”、“主打”项目力求“高品”等方面的基本要求。为保障县区级开放大学的发展,应加强组织和领导、完善经费保障机制、加大政策支持力度、强化评估与监督、强化后勤的服务功能、营造优美的校园环境。
The Open University at county-level is a new type of university that has been transformed and developed on the basis of former radio and TV university and an inevitable appeal of social and economic development and will play a very important role in the future local social and economic development. The development of county-level open universities should reach the top-level design for “high position”, team construction for “high talent”, operation mechanism for “high efficiency”, learning resources for “high quality”, learning service for “high standard” and featured project for “high quality”. In order to ensure the development of county-level open universities, we should strengthen organization and leadership, improve funding guarantee mechanism, increase policy support, intensify evaluation and supervision, stress logistics service functions and create a beautiful campus environment.
