摘要
构建开放型经济新体制是我国面对对外开放内部、外部环境深刻变化所作出的重大部署,广州对外开放40年构建开放经济体制的演进历程是我国对外开放的缩影。为了发展更高层次的开放型经济,推动形成全面开放新格局,选择广州开放型经济体制的实践探索历程、基本经验和战略选择进行分析具有历史意义和现实意义。典型经验的复制推广有助于加快全国各地构建和完善更高层次的开放型经济新体制,广州在改革开放中取得辉煌的成果,既得益于率先解放思想,践行中国特色社会主义对外开放理论,创建全国改革开放的先行区,也得益于利用独特的人缘、地缘优势和良好发展基础,推进法治环境、招商引资、外贸转型等体制机制建设。站在新时代的历史起点,广州将继续当好改革开放排头兵、创新发展先行者,在对标全球城市体系建设国际中心城市、抓住“一带一路”机遇构建开放型经济新体制、探索粤港澳经济合作新模式和打造南沙自贸区国际门户枢纽等方面,实行更加积极主动的开放战略,将广州建设成为粤港澳深度合作示范区、21世纪海上丝绸之略重要枢纽和全国新一轮改革开放先行地。
The evolution of Guangzhou' s opening up to the outside world in the past 40 years is the epitome of China's opening to the outside world. In order to develop a higher level of open economy, it is of historical and practical significance to choose the practical exploration process of Guangzhou open economic system. Guangzhou has made brilliant achievements in the course of reform and opening up. These achievements are the first to emancipate the mind, practice the theory of socialist opening up with Chinese characteristics, and create a leading area for national reform and opening up, and also benefit from the use of unique popularity, geographical advantages, and a good basis for development. We will promote the building of institutional mechanisms such as the rule of law environment, attracting investment, and foreign trade transformation. Standing at the historical starting point of the new era, Guangzhou will continue to take the following development measures: innovation leads development;it is necessary to build an international central city for the global urban system, seize the opportunity of "Belt and Road Initiative", explore a new model of economic cooperation between Guangdong, Hong Kong and Macao, and build an international gateway hub for the Nansha Free Trade Zone.
