基于GIS的农村土地承包经营权建库系统设计与实现

摘要 为解决农村土地承包管理过程中存在的承包地块面积不准、四至不清、空间位置不明、登记簿不健全等问题,我国积极展开了土地确权登记颁证工作。在此背景下,本文从系统设计、关键技术等方面阐述了一套基于GIS技术的农村土地承包经营权建库系统的设计方案,并完成系统开发与功能实现。系统已应用于浙江省24个县市的确权颁证工作,实践证明有效地提高了作业单位工作效率,为数据汇交工作提供了可靠的保障。 In order to solve the problems existing in the process of rural land contracting management, such as inaccurate land area, four to four unclear, unclear spatial location, and imperfect register, China has actively launched the work of land confirmation registration and certification.Under this background, this paper elaborates a set of design scheme of a GIS-Based Production Database System for the Rural Land Contractual Management Right from the aspects of system design and key technology, and completes the system development and function realization.The system has been applied to 24 counties and cities in Zhejiang Province.Practice has proved that it effectively improves the work efficiency of the operating units and provides a reliable guarantee for data exchange.
