摘要
开展京津冀常态化警务协作,是京津冀公安机关护航京津冀协同发展、服务区域社会经济发展、保障人民群众安居乐业的需要,也是进一步整合区域警力资源、提升警务效能的需要。针对影响京津冀常态化警务协作成效的各种制约因素,坚持属地管理与联合执法、延伸服务、专项服务相结合,区域联动与全国协作、全面覆盖、无缝衔接相结合,常态协作与各负其责、专项协作、一体运行相结合,优化流程与依法授权、加强监督、完善保障相结合,逐步建立或完善统分结合、一体联动、常态运行和全程保障的协作机制,才能进一步提升三地常态化警务协作质效。
The normalization of police cooperation in Beijing, Tianjin and Hebei is the need to serve the social and economic development of the service area, to ensure the people to live and work in peace and further to enhance the effectiveness of police affairs. Aiming at eliminating various restrictive factors which will affect the collaboration effectiveness, we should adhere to the following 4 aspects: the combination of jurisdiction area management and joint law enforcement, extended services and special services, gradually establishing or improving the integration and coordination mechanism;the combination of regional linkage and national wide cooperation, comprehensive coverage and seamless integration so as to achieve the organic linkage;the normalization of police cooperation and responsibility, special cooperation and integrated operation to achieve normal operation;the combination of the optimization process and authorization according to law to strengthen supervision and perfect guarantee so as to further improve the quality of the normal policing cooperation.
