摘要
党的十九大后,习近平总书记关于互联网空间意识形态治理战略的探索已然成了当前重大研究课题。我国互联网空间意识形态治理存在管理体制不顺、法律体系不完善等各种突出问题。基于演化博弈理论视角,构建互联网空间意识形态治理的演化博弈模型,在此基础上探讨政府和非政府群体这两个主体在治理问题上的策略选择,以及关键因素对主体策略选择的影响。政府和非政府群体可以采取措施使关键因素朝有利方向发展,如果双方达成政府加强且非政府群体主动治理的共识,那么将推动和谐稳定的互联网空间的建设,最终形成良性循环,从而实现互联网空间的和谐稳定。
After the 19th National Congress, General Secretary Xi Jinping’s exploration of Internet space ideological governance strategy has become a major research topic. China’s ideological governance of Internet space still has obvious problems, such as the unfavorable management system and imperfect legal system. Based on the evolutionary game theory, this study constructs the evolutionary game model of Internet spatial ideological governance for the first time, and deeply discusses the strategic choice of government and non-governmental groups on governance issues, as well as the influence of key factors on the choice of main strategy. The government and non-governmental groups can take measures to make the key factors develop in a favorable direction. If the two sides reach a consensus that the government should strengthen management and the nongovernmental groups should take the initiative to govern, it will promote the construction of a harmonious and stable Internet space and eventually form a virtuous circle, so as to realize the harmony and stability of Internet space.
