摘要
论文通过对江西省第一批44个特色小镇建设情况的调研分析,系统总结了江西省特色小镇的基本类型、特点及存在的问题,提出要充分利用江西省丰富的文化资源与生态资源优势,以生态文明理念为指导,通过确定生态发展目标,构建生态型产业体系,发展生态经济;尊重原有生态基底,重构特色小镇生态格局;统筹兼顾政府、村民、企业三方利益,进行生态运营;建立生态保障体系,保证特色小镇建设顺利推进。文章最后从建立健全考核和退出机制、加强规划指导、培育特色产业、拓宽融资渠道、创新土地供给机制和机制创新等方面提出相关政策建议。
This paper investigates and analyses the construction of the first batch of 44 Characteristic Towns in Jiangxi Province. It systematically summarizes the basic types, characteristics and existing problems of Characteristic Towns in Jiangxi Province. It is suggested that Jiangxi Province should make full use of its rich cultural and ecological resources. Guided by the concept of ecological civilization, we should establish an ecological industrial system and develop the ecological economy by defining the ecological development goals. Respecting the original ecological base, reconstructing the ecological pattern of characteristic towns;balancing the interests of the government, villagers and enterprises, carrying out ecological operation;establishing an ecological security system to ensure the smooth progress of the construction of characteristic towns. Finally, the paper puts forward relevant policy suggestions from the aspects of establishing and improving the assessment and promotion mechanism, strengthening planning guidance, cultivating characteristic industries, broadening financing channels, innovating land supply mechanism and mechanism innovation.
